Abstract:
The formation of a modern system of strategic planning requires taking into account the accumulated experience of the Soviet period of Russian history. The studies of the 1920s deserve special attention. It is of interest to compare the genetic and teleological approaches to planning. The first involves taking into account the influence of various factors and the preparation of various options for plans. The second is based on the need to establish targets and indicators, to solve urgent and large-scale problems of the national economy. The experience of research in the 1920s and the results of the implementation of the plans of the Soviet period, as well as the experience of the formation of strategic planning of the modern period of Russian history, testify to the need for a comprehensive consideration of various approaches in organizing planning.
