Abstract:
This study is devoted to a comprehensive analysis of the processes of implementing multi-agent systems (MAS) in management and production structures. The Chinese experience is considered in detail as an example of the most consistent government strategy in this area, including policy-making mechanisms (the AI+ plan, KPIs for state-owned companies and regions), a mass training system, and examples of implementation in the corporate sector. In the context of Russian practice, a three-level vertical of AI development management and the functionality of an Automated Decision Management System are analyzed, which acts as an infrastructural basis for data unification, ensuring technological sovereignty and creating trainable models for regional management. Much attention is paid to analyzing the risks of the transition to MAS, such as technical vulnerabilities, organizational barriers, and critical risks of dependence on foreign vendors. The paper also distinguishes between processes that are subject and not subject to automation in the current conditions. As a result of the research, practical recommendations are formulated for the formation of datasets, the elimination of dependence on the vendor and the phased implementation of MAS, focusing on architectural independence, a multi-vendor strategy and maintaining human control over critical functions.
