New Practices of Territorial Governance in Russia and Quality of Life Management Issues

Abstract:
Regional policy in Russia is constantly evolving. In 2014 and the first quarter of 2015 the President and the Government almost completely rebuilt the system of regional development governing. System of territorial ministries (Ministry of Crimea, Ministry of the North Caucasus, Ministry of Development of the Far East) is new direction in regional governing area. However, this idea has obvious historical analogies. Kazan and Siberian orders were aimed at solving the same tasks and had a decent experience of their implementation. The concept of «territories of special development» is a theoretical and methodological basis of the new concept of regional development. Effective regional policy in 2015 is a condition for an adequate response to internal and external challenges Russia is facing.
