Social Bases for Creation of a Unified Town-District Administration

Abstract:
The article analyzes the point of view of the existence of two administrative bodies in an administrative center of a municipal district, formed in the course of the reform of local government. Common arguments of critics of activities of separate administrations of urban settlements and the municipal district in the administrative center of the district are provided. A hypothesis on the feasibility and relevance of creation of a united administration in monocentric areas is considered. The thesis of the decisive role of the existing structure of local political elites on the issue of the transition to a unified model of the administration or in maintaining two separate executive and administrative bodies is proposed.
