General Plan of St. Petersburg for 2019-2043: Strategy and Tactics

Abstract: Achievement of the objectives of creation in St. Petersburg of a convenient and comfortable living environment, increase of its appeal as historic, cultural and tourist center demands development and implementation of the uniform concept of territorial planning. In the article, conceptual basics and logic of development of the General Plan of St. Petersburg for 2019-2043, which is the integral component of uniform strategy of a social and economic development of the city, are covered. Key reference points of territorial planning of St. Petersburg are not only creation of the multipurpose city with high quality of life and its integration into the Russian and world economic systems, but also development of city agglomeration - joint town-planning development of St. Petersburg and territories of the Leningrad Region. In the article the sequence of development stages of the General Plan of St. Petersburg, starting with the statement of a task for development of the General Plan and collecting the statistic databases necessary for planning and up to the moment of the introduction of the document in force, in detail is considered. The separate attention is paid to key tactical tasks, which face developers of the General Plan of St. Petersburg: development of an engineering and transport framework of the city, improvement of quality of public spaces, diversification of tourist streams.
