Strategic Development of the Northwestern Federal District in Terms of Sanctions

Abstract:
The article considers the problems of socio-economic development of the North-West Federal district in the context of the imposition of sanctions against the Russian Federation. It also elaborates on the goals and objectives of the strategy of socio-economic development of the northwestern Federal district for the period up to 2020, as the fundamental document defining the development priorities of the regions in the district. The authors appeal to the successful experience of the implementation of the strategy of innovative development of the Tomsk region, however, note that the main innovation capital of the modern Russian society are the educated young men aged 25 to 39 years old, often already engaged in entrepreneurial activities. It is this population group is the most proactive and can be the foundation for carrying out economic reforms in the Russian Federation and the North-West Federal district in particular.
