Peculiarities of Formation of Innovation Systems and their Characteristics

Abstract:
The article describes the special characteristics of innovation systems to obtain a synergistic effect. The reasons for the Russia’s lag in the innovative development are identified; the authors conclude that the state as such has not yet formed an order for the innovative product. The authors hypothesized that in spite of the real legal conformity of economic development and the complication of the market mechanisms, the Russian government acknowledges the money capital as the main regulator of the market, and not as an element of technical progress. As a result, the innovation lag from advanced countries does not reduce but increases. The article emphasizes the specificity of the innovation system as aset of necessary basic elements and relationships between them, providing synergistic effects. The authors reveal the special characteristics of innovative systems and give them a characteristic; the demand for the innovative systems for the Russian economy is proved.
