Reducing the Level of Impact of Destabilizing Factors on the Population’s Safety System in the Light of the «Rapid Response» Policy

Abstract: The analysis of the influence of destabilizing factors on the security system of the Russian population is presented. The authors reveal tendencies and trends that prove that scientific and technological achievements, in addition to positive properties, have the ability to generate negative processes and harmful factors in terms of population safety. In order to improve the level of public safety in Russia, it is suggested, within the framework of theories of optimal functioning and sensitivity, to develop a policy of «rapid response», the implementation of which corresponds to the tasks of developing the digital economy.
