Impact of Agricultural Price Policy on Major Food Crops in Madhya Pradesh - A Research Proposal

Abstract:
The yearlong farm protest of 2020-21 in Delhi brought to limelight the concerns of farmers about Minimum Support Prices (MSP). The protesting farmers were demanding the legal guarantee of procurement of crops at MSP. The Government of India has formed a committee, which is looking at the effectiveness of MSP. This paper seeks to assess how effective MSP has been in the state of Madhya Pradesh for the time period 2000-01 to 2019-2020. The secondary data on Farm Harvest Prices (FHP) and MSP is being sourced from Commission for Agricultural Costs and Prices (CACP), and EPWRF. We are estimating the growth and studying the trends in FHP and MSP of four major crops viz. gram, wheat, soyabean and paddy. Effectiveness of MSP is determined by estimating any deviations of FHP from MSP using statistical techniques like mean absolute deviation and adjusted mean deviation. The Madhya Pradesh Reorganisation Act (2000) created the present boundaries of the state separating it from Chhattisgarh from Madhya Pradesh. The state produces over 60% of the nation’s soyabean and a significant part of its wheat and gram, hence, it is imperative to gain an understanding of the effect of MSP on the growth of the selected major crops in the state.
