University Investments as National Development Strategy: The Brazilian Case

Abstract:
This study examines the growth of the Brazilian federal university system under the aggressive expansion program initiated during the first two decades of this century. Specifically, it assesses the impact of these changes on the capacity of Brazilian federal universities to meet the government’s stated policy intentions regarding post-secondary expansion, particularly with respect to national development. Through examination of events subsequent to the years of PT rule, it also considers the implications of a dramatic policy reversal in support for post-secondary education instigated by President Jair Bolsonaro during his 2018-2022 tenure.
