No 280, Working Papers Series from Central Bank of Brazil, Research Department

Abstract: The objective is to show that to fulfill the mission of Banco Central do Brasil (BCB) is required to act in improving the financial education of the society. The methodology used in this study comprises steps of focus, collection and analysis, which considers three hypotheses: the mission of BCB is associated with social welfare, financially educated people contribute to fulfill its mission, and the performance only in the regulation and supervision is insufficient to meet it. The results show that: mission accomplishment is the biggest social responsibility of regulators, the full exercise of citizenship is only achieved by financial education of individuals, a set of indicators shows that the BCB have not devoted sufficient efforts to ensure the financial education of society and the role primarily in regulating and monitoring ensures compliance of important parts of the mission, but others, such as efficiency, need to improve. The commitment of the regulator in financial education can help fill this gap, and thus for sustainable socioeconomic development in Brazil.
