Promoting growth with equality: challenges generated by the pandemic and policy responses in Bolivia

Abstract:
This paper studies the dynamics of the economic policies implemented in the Plurinational State of Bolivia during the period of the first, second and third waves of the COVID-19 pandemic (2020 - 2021). To this end, an analysis of the fiscal and monetary policies implemented during this period is made. The results show that the model applied in Bolivia since 2006 allowed the economy to achieve sustained growth, which was one of the highest in the region for several years. This performance was reversed by the crisis associated the coup d'état of November 2019 and the subsequent de facto administration that lasted until October 2020. However, thanks to the policies implemented from November 2020 onwards, signs of economic recovery are already visible.
