Pair Support Mechanism with Chinese Characteristics: Achievement, Experience and Value

Abstract:
The Paired Assistance Program to Disaster-Affected Areas (PADAA) in China has demonstrated its efficiency after the 2008 Wenchuan Earthquake in restoring and reconstructing the affected regions. PADAA gradually was implemented into national policy and became a part of political mobilization in the Chinese emergency management system. This study aims to find out how PADAA works in the Chinese public administration system. In order to achieve this goal, the expert interviews, secondary data and documents were processed. We discuss the phases of the reconstruction process and analyse the factors, which enabled the influence of the PADAA programme on economic sustainability growth. The findings of this research will be helpful to humanitarian practitioners and policy-makers for their better understanding of the disaster challenges and relief operations arrangement that should lead to improvement of regulations, policies and logistics strategies in this direction. Finally, some recommendations for local governments and international organizations will be suggested.
