Abstract: The article analyzes the problems of the functioning and dynamics of public administration reform and the territorial organization of the authority of the developed European democracies in the context of social and legal processes of decentralization of authority, the approval of financial autonomy of local and regional self-government. The scientific paradigms of the analysis of the concept of regionalism, its types, historical evolution, ideological foundations, causes of origin and preconditions of distribution are presented.
