Abstract: The paper deals with widely neglected problems of transposition and implementation of flexicurity concepts. It analyses in some detail the main difficulties existing at European as well as national level and examines in both cases the macro and the sectoral level. First, the paper focuses on various forms of social dialogues which the Commission recommends as instruments. Then, it concentrates on legislation and collective bargaining as procedures and their specific procedural problems. The final part elaborates on most recent developments during the crisis.
