Abstract:
This paper analyses intensity and effects of activation strategies towards older recipients of unemployment benefit II (UB II) (age 50 and older). The focus is on service elements of the activation process, such as counselling, personal integration plans, and job offers, instead of participation in programmes such as further training schemes or job creation schemes. Our results show that older recipients of UB II have been “activated” to a much lower extent than younger recipients (age 30 to 49), and that activation of older recipients of UB II leads only rarely - and in contrast to younger recipients - into new employment or to a quit of benefit recipience.
