Abstract: In this article we pursue the question, what employees expect regarding works councils. Referring to this question we give a short summary on the existing literature on works councils. Except for a few studies, employees’ expectations towards works councils turn out to be a blind spot of industrial relations research. In order to fill this gap we conducted a qualitative exploratory study. Our results show that four types of expectations can be differentiated: (1) communication of information, (2) personal support (3) spokesperson of the employees, and (4) control of collective regulation issues. Moreover, the interviewees remarked some expectations with regard to personal characteristics of works councils. A low level of knowledge about works councils leads to some expectations, which are beyond the scope of legal requirements.
