Abstract: Services of welfare organizations shape the life chances of persons which have to refer to these welfare organizations. This holds true in particular for the Public Employment Service (PES), because the PES structures chances for employment participation. To understand the structure of work within the PES, we need a concept of service work that reflects the specialties of the work within the PES. Based on conceptual considerations and empirical insights, we discuss whether front-line work in the PES is better understood if it is framed as a specific form of interactive work.
