‪Résultats de l’évaluation quantitative de la Garantie jeunes‪. Quels publics, quels accompagnements et quelles trajectoires des bénéficiaires ?

Abstract: ?The policy named ? ?Garantie jeunes? ? is a public labour market policy program conducted by the ? ?missions locales.? ? It targets young people who are neither in employment, nor following an education or training program, and who are in a precarious situation. It was set up in October 2013 in France, at first as an experimental measure. This paper describes the quantitative evaluation of the program. A panel survey where recipients of the policy have been interviewed shows that, in the first territories to have implemented the policy, targeted youth are in a very precarious situation. The support is particularly intensive, especially at the beginning of the program, during the collective phase. The evaluation relies on the fact that the program has first been implemented only in a few territories. Our results on the recipients of the first territories to have implemented the ? ?Garantie jeunes? ? show the positive impact of the latter on their trajectories. The program has led to an increased support and the effect on employment which has been observed persisted many months after the program? ?.?
