Abstract: The economy growth can be influenced, in a higher or smaller degree, by a multitude of interdependent factors correlated, in general, to the macroeconomic policy, but a fundamental factor which affects the growth is the investment, both public and private. It is a matter of evidence that the governmental expenditures fluctuation as a result of macroeconomic policy decision may affect the health policy, education and research policy expenditures. The econometric studies were not able to isolate yet, with an acceptable precision, the growth effects of such expenditures .
