Linking Names and Addresses in TAA Petition Data with SSEL Data

Abstract: In this note, we document the process of creating a bridge file between Trade Adjustment Assistance (TAA) Petition and Standard Statistical Establishment List/Business Register (SSEL/BR). We follow an approach similar to that documented in Hyman (2022), where the matching process mainly relies on the similarity of firm names and establishment addresses, and extend the match to 2017-2021 petition data. Our matching code accommodates abbreviated and alternative names, and potential name changes. We also use zcta-to-zcta distance approximations to help identify matches. The bridge files include an ordinal flag that indicates the confidence level for the match. Aside from documenting our work, this note discusses a standardized and scalable matching approach that can be refined and generalized to other settings. We document our methodology in detail, along with its advantages and shortcomings.
