Abstract: This study was written by Claudia Kriehn during her term as researcher at the faculty for Theoretical and Applied Microeconomics at the Ruhr University of Bochum (Prof. Joerg Schimmelpfennig) and presented as a dissertation in April 2004. The study examines the optimal regulation of network providers that display characteristics of a natural monopoly. Whereas in the use of such networks competition can be created between different providers of network-based services, this is not the case with regard to the establishment of the network itself. For an optimal regulation of the behaviour of the respective network operator, the available action parameters are decisive. Whereas the literature primarily takes the volume and price effects of market structures and regulation into consideration, this study places emphasis on the often neglected effects on the quality of the network. This has far-reaching consequences for the evaluation of conventional regulation instruments.
