Abstract: Indigenous communities in Australia have fought for access to the airwaves, despite resistance from the dominant European population. The uncertainty of the government policymaking process has created challenges for Indigenous media producers in appropriating a range of media technologies to serve Indigenous interests. Indigenous-produced media provides a first level of service to communities across the continent but the struggle to maintain this complex communication system continues.
