Abstract: This article investigates the points of view of outstanding scientistseconomists on the role and place of fiscal policy in the state. It is devoted to the different approaches and to the interpretation of finance and financial science in Western and former Soviet states. The structure of the mechanism of fiscal policy is proposed. Also the use of macroeconomic regulation financial instruments is argued for.
