Abstract: Believing in the future of Romania is the result of today’s efforts in providing professional training for all young people and adults in order to enable them to meet the various and sophisticated requirements of labour carried out in a society that permanently undergoes changes due to the innovations of information technology. In this respect the achieved skills must help them face a similar productivity in EU member states. On the other hand, people should be made aware that only by ensuring fair earnings, the exodus of intellectual capital will diminish. Dimitrie Gusti pointed out in 1928 that: “Intellectual capital is an element at least equal to the economic capital and labour” to which he added that “technical solutions solve only temporary the economic and social crisis; the cultural solutions, aiming at the man’s universe of knowledge, suggest a more efficient approach“.
