Ressource Boden: ökologisches Schutzgut oder Basis wirtschaftlicher Entwicklung?

Abstract: Both socioeconomic growth and spatial structural changes during the last 50 years have left their marks in cities and regions. Along with this, a field of tension emerges as the provision of land for urban uses is accompanied by conflicts of use regarding soil as a resource. Thus, this paper opens with examining the functions attributed to soil are and places them in the context of current changes in urban spatial and economic structures. Based on this, an empirical analysis follows addressing the relationship between soil as a resource and urban economic development. With this end in view, the close relationship between economy, urban spatial structure and land use are presented and discussed using city regions under growth pressure in Southern Germany as an example. The results illustrate the tension field mentioned earlier from both the socioeconomic and the ecological perspective and this tension field is a main challenge for sustainable development. Finally, the paper concludes with a brief synthesis of these considerations and places them in the context of the current discussion on sustainability and planetary boundaries. Das sozioökonomische Wachstum und die raumstrukturellen Veränderungen der letzten ca. 50 Jahre haben Spuren hinterlassen. Dabei zeigt sich ein Spannungsfeld, denn die Bereitstellung von Flächen für urbane Nutzungen geht mit Nutzungskonflikten hinsichtlich der Ressource Boden einher. Im Beitrag werden zunächst die dem Boden zugeschriebenen Funktionen beleuchtet und in den Kontext aktueller siedlungs- und wirtschaftsstruktureller Veränderungen eingeordnet. Anschließend werden die Beziehungen zwischen der Ressource Boden und der wirtschaftlichen Entwicklung von Stadtregionen mithilfe einer empirischen Betrachtung untersucht. Am Beispiel von unter Wachstumsdruck stehenden Stadtregionen Süddeutschlands wird der enge Zusammenhang zwischen Ökonomie, Raumstruktur und Flächeninanspruchnahme dargestellt und diskutiert. Aus der sozioökonomischer und der ökologischen Perspektive wird damit das angesprochene Spannungsfeld aufgezeigt, welches eine der zentralen Herausforderungen für eine nachhaltige Entwicklung darstellt. Der Beitrag schließt mit einer kurzen Synthese dieser Auswertungen und stellt sie in den Kontext der aktuellen Diskussion um Nachhaltigkeit und planetare Grenzen.
