Financing higher education in Ukraine: The binary model versus the diversification model

Abstract:
In the article, we analyze how the switch to the model of diversification financing (MDF) will influence the quality and accessibility of higher education in Ukraine. We define economic conditions necessary to move from the existing model of binary financing (MBF) towards the MDF. The results of our calculations provide ample evidence that the introduction of the MDF can help to enhance the quality of higher education without reducing its accessibility in Ukraine.
