Abstract: Article 263 TFEU allows actions for annulment to be brought before the Union courts against acts adopted by Union institutions, bodies, offices or agencies. This Chapter examines the regime for actions for annulment of Union acts, focusing on the evolution of its scope as it has developed through successive EU Treaties, culminating in the Treaty of Lisbon. It highlights that the scope of the action for annulment has been extended for two reasons. First, the increase in the number of Union institutions, agencies, offices and bodies empowered to adopt acts in a wide range of policy areas has led to more defendants whose acts can be challenged. Secondly, this chapter shows that the Union courts have also played a decisive role in this development, through the legal principles they have developed to limit the constraints imposed by successive Treaty provisions on their jurisdiction to review such acts.
