The electronic panopticon: surveillance, control and personal autonomy

Abstract: Advances in electronic technology have enabled employers to monitor and control employees in their workplaces to an extent that would have been impossible only a few decades ago. The same technology has also allowed employers to increasingly intrude into the private and family lives of their workers, to survey all their lifestyles and their opinions. This chapter discusses some of the implications of this increasing surveillance and the need for enhanced privacy protection for workers. The chapter notes the unwillingness of privacy regulators in common law countries to recognise worker privacy or to control the use of data collected by employers that can be used to the detriment of workers. The chapter discusses attempts to regulate worker privacy through regulation and collective bargaining.
