Moving the needle: Central Florida Foundation and horizon goals

Pat Danahey Janin and Laurie E. Paarlberg

Chapter Chapter 25 in Case Studies on Nonprofit Resilience Management, 2025, pp 201-208 from Edward Elgar Publishing

Abstract: Between 2013-2017, Orlando (Florida) experienced a series of tragic events, including the Pulse night club shooting (2016), that led leaders of the Central Florida Foundation (CFF), a community foundation located in Orlando and operating across three counties, to question whether they were making a difference in the most challenging issues facing the region: poverty, housing, healthcare, and job security. An entrepreneurial foundation that works more like an investment bank for the nonprofit sector than a traditional grant making foundation, CFF was unable to measure the overall impact of its efforts in addressing community issues. Without the ability to measure community impact, they had a difficult time communicating their value to donors and the community, challenging the long-term strategy and resilience of the foundation. Working with local government and community leaders, the community foundation adopted the THRIVE framework, which drives community initiatives, collaborations, a regional community resilience dashboard and regional philanthropic investments.
