Are Intergovernmental Transfers in Russia Equalizing?

Abstract: I this paper I examine the transfer system that has developed in Russia since 1992. I ask how far transfers have been directed to regions most need of them, and how far transfers have been in offsetting disparities in pre-transfer revenues. The main results are that the direction of transfers has been essentially equalizing over the period, but that transfers have been too small in size and too thinly spread to have made a substantial impact.
