Abstract: The managers from the secondary schools and high schools educational system must assure the improvement of the administrative skill, of quality and of the management of the educational process, in order to rise the degree of occupation and of the rate of participation on the labour market, which is in a continuous development, the improvement of the quality of human resources, the education for long-term management of resources, for a society which is based on knowledge.
