Abstract:
The studywas developed having in mind that Romania is confronted with a workforce deficit, the activation of people from groups at risk, including with disabilities, being a possible solution to this problem. To this end were analyzed the needs and challenges that people with disabilities are facing while trying to become employed on the labor market and their access to services of support and transition. The study also analyzed the situation of integration employers and their capacity to ensure integrated packages of social and employment services, together with the extent to which they were affected by the Government Emergency Ordinance 60/2017 which lead to closing of 99% of shelter units from Romania. In the end are identified three legislative measures which may lead to a favorable framework for stimulating the employment of difficult-to-employ disabled people and of other categories at risk, through integration employers – shelter units and work integration social enterprises.
