A Ruse by Any Other Name: The Underground Economy

Abstract: What if the underground economy is a ruse to get government to lower taxes? This economist argues there is some truth to such an allegation. The claim is that high taxes drive business to circumvent the law. But he says the size of underground economies has been grossly exaggerated.
