The Impact of E-Government on Technological Innovation: A Global Perspective

Abstract:
This study investigates the influence of electronic government (E-government) on technological innovation by utilizing a comprehensive panel dataset spanning 107 countries over the period from 2003 to 2021. We document the strong evidence that E-government significantly promote technological innovation. More specifically, an in-depth analysis of the three key components of e-government reveals that the quality of online services (OSI) and the development of telecommunication infrastructure (TII) exert a statistically significant positive influence on innovation. In contrast, inherent human capital (HCI) does not demonstrate a significant effect on innovation within the scope of this study. In addition, e-government enhances technological innovation by improving the business environment, increasing government efficiency, and promoting the digital economy. Last but not least, this paper finds that the enhancement of trade and investment facilitation can further strengthen the positive impact of digital government on technological innovation, serving as a moderating factor that amplifies this effect.
