Abstract: The basic concepts and evolution of the concepts of industrial policy are considered in the work, its main methods and models are given. The paper presents the priorities for the development of industrial policy in the era of sanctions and import substitution; it shows which priorities in the knowledge economy take place in industrial policy and how this affects the regional innovation system. The study was supported by the Russian Foundation for Basic Research (RFBR) grant No. 19-011-31177 opn “Formation of a political strategy for the breakthrough development of a regional innovation system in the context of an effective solution to the problem of import substitution”
