Abstract: In the process of the formation of mass production and the creation of a modern market economy, industrial policy has played a leading role. Attempt to deny this fact at the state level during the process of economic policy construction is one of the reasons for the global economic crisis 2008-2010 years. Therefore today the time to release the industrial policy from the shadows has come, which led to the concept of a new industrial policy.
