Healthy life expectancy as a component of human capital development

Abstract: Assessment of quality of life in the region is impossible without taking into account public health. For this, Human Development Index (HDI) is often used, which evaluates human potential. However, index of life expectancy (LE), which is part of the HDI as an indicator of the longevity, does not take into account the health status of the population. The study proves the possibility of using the "indicator of healthy life expectancy" (HLE) in the integral assessment of life quality. Comparative assessment of the situation in the Russia's regions in 2019-2020 based on the proposed methodology shows that the use of HLE as an indicator of health more accurately explains the differences between Russia's regions in terms of HDI. Differences in the quality of life of residents of regions are mainly explained by determinants of health, such as the availability of medical services. The availability of education practically does not affect the differences in HDI between the regions. These results emphasize the need for a comparative analysis of HLE Index and its use as an indicator of health. The data of sample surveys in Russia allows us to clarify the methodology of HLE and use the characteristics of health restrictions, which will improve assessment of the population's health status.
