Transformation of the state northern policy

Abstract: The paper examines changes that occurred in 1993-2003 in the state northern policy, in its objectives, tasks and mechanisms, for their being in line with the purposes of development of the corporative sector in the basic regional industries and with Russia’s geo-political goal of sustainable northern development. Shown are stages in the transformation of state regulation models and features of the present neo-liberal model of state northern policy.
