Programming framework in the design and delivery of regional development

Abstract:
The new economic environment requires a deeper development of the programming framework in the regional policy to address challenges and concentrate resources on key directions. Managerial decisions if they are based on objective functions and effective use of economic instruments enable the researchers to focus on key problems of social and economic development and to create a market-friendly system of federal regulation. In doing so, the processes of development and delivery of earmarked programs are being changed and become more complicated.
