Region’s priorities in the management of its mineral sector

Abstract: The paper presents a methodical approach to regional priorities in the management and development of the Yamalo-Nenets mineral sector aimed to ensure the long-run sustainable improvement in the quality of life to the residents of the area. It is based on a set of dynamic simulation models of mineral resource strategy and budgetary spending policy of the local administration. Forecast estimations of life quality time series are made with respect to large hydrocarbon investment projects, their timing, schedule, efficiency, and prices of oil and gas in the world markets. The world prices of oil and gas are discussed and their influence on regional priorities, project schedule times and progress in the quality of life shown
