Abstract: Man enjoys the rights inherent in human beings wherever they are, regardless of status or region where they were born, live, work, regardless of nationality, race, sex, religious and philosophical beliefs, wealth, because these have a universal character , which is the cornerstone of the equal and inalienable rights, as a corollary of freedom, justice, security and peace in the world. Over time the human rights institution experienced a laborious but also long crystallization process so that now it appears as a very complex institution that is both nationally and internationally regulated.
