Abstract:
Abstract With political independence won and developmental aspirations heightened in West African countries in the early 1960s, each of the newly formed ‘indigenous’ governments became strongly committed to evolving a political system and developing an economy to cater for the needs of the people. In the attempt to pursue these objectives, the countries in the sub-region became saddled with several problems of which manpower shortage was, and still is a major one. There arose, therefore, the need to accelerate the pace of manpower development.
