Abstract:
This paper estimates and analyzes the fiscal effects of observed annual changes in Canadian government sector budgets. Its methodology yields separate estimates of total, automatic, and discretionary fiscal effects for the budget of the consolidated government sector and its federal subsector. The government sector emerges as an important contributor to economic growth over the period with the timing of its contribution being strongly countercyclical. These results, compared to changes in the cyclically-adjusted budget deficit, provide a broader, more detailed and importantly different picture of recent Canadian fiscal policy.
