Abstract: 우크라이나 전쟁(이하 러-우 전쟁) 발발 이후 북유럽의 스웨덴과 핀란드 그리고 발트 3국은 최근 탈러시아 정책을 비롯하여 대외경제협력 부문에서 가장 적극적이고 활발한 변화를 모색하고 있다. 중립적인 입장을 고수하던 스웨덴과 핀란드는 러-우 전쟁 발발 이후 NATO 가입을 추진하여 2023년에 핀란드, 2024년에 스웨덴이 각각 NATO에 가입하였으며, 경제적인 측면에서도 탈러시아 정책을 적극적으로 펼치고 있다. 또 과거 구소련 국가였던 발트 3국(에스토니아, 라트비아, 리투아니아)은 우크라이나 다음으로 자국이 러시아의 공격 대상이 될 수 있다는 점을 우려하면서 정치적·외교적으로는 물론이고 에너지를 비롯한 경제 분야에서도 탈러시아 정책을 적극 추진하고 있다. Since Russia’s invasion of Ukraine, the foreign policy orientation of Northern European countries, including Sweden and Finland, as well as the three Baltic States—Estonia, Latvia, and Lithuania—has undergone significant changes. Sweden and Finland, which had historically maintained a position of neutrality, joined NATO in 2023 and 2024, respectively. These developments, along with broader regional concerns regarding geopolitical instability and security, have contributed to the adoption of policies aimed at reducing political and economic dependence on Russia.
