Assessing Efficiency of Decisions in Mastery Testing

Abstract: Two indices for assessing the efficiency of decisions in mastery testing are proposed. The indices are generalizations of the raw agreement index and the kappa index. Both express the reduction in the proportion of average loss (or the gain in utility) resulting from the use of test scores to make decisions. Empirical data are presented which show little discrepancy between estimates based on the beta-binomial and compound binomial models for one index.
