Static Indicators and the Ranking of Strategic Forces

Abstract: Static (or preattack) indicators of the strategic balance attempt to summarize, via a single number or index, the capability of a nation's strategic nuclear arsenal prior to any conflict. This article illustrates the extent to which selection of an index allows one to determine the evaluation of alternative strategic arsenals.
