Abstract:

Fiscal policy which is constantly in the public spotlight is the key element of economic policy. The article characterizes the scientific approaches of domestic and foreign scientists concerning the essence of fiscal policy. In their works they offer different approaches to the interpretation of the essence of fiscal policy, review its principles and objectives, analyze the factors affecting the effectiveness of fiscal policy. Despite of the significant advances in the study of this problem, special attention should be paid to the peculiarities of the formation of the state budgetary policy in the conditions of reorientation of society towards sustainable human development.The accumulation of problems of economic and social development in Ukraine is a consequence of not enough balanced transition to a market economy. For sustained development of Ukraine, the government programmes should be directed primarily at the solution of acute problems of economic and social development that have accumulated in recent years. To such problems we refer complex social problems; the relatively low level of economic development of the country; the irrational structure of economic complex and the low level of competitiveness of domestic enterprises as a significant burden on the budget and state trust funds for financing social programmes.

Бюджетна політика постійно знаходиться в центрі уваги суспільства – вона є ключовою ланкою економічної політики держави. При написанні наукової статті були охарактеризовані наукові підходи вітчизняних і зарубіжних учених щодо сутності бюджетної політики. У своїх працях вони пропонують різні підходи до трактування сутності бюджетної політики, розглядають її принципи та завдання, аналізують чинники, що впливають на ефективність бюджетної політики. Незважаючи на значні здобутки в дослідженні цієї проблематики, окремої уваги потребують особливості формування державної бюджетної політики в умовах переорієнтації суспільства на цілі сталого людського розвитку. Накопичення проблем економічного та соціального розвитку в Україні є наслідком недостатньо виваженого переходу до ринкової економіки. Для забезпечення поступального розвитку України урядові програми мають спрямовуватись насамперед на розв’язання найгостріших проблем економічного та соціального розвитку, що накопичилися за останні роки. До таких, на наш погляд, належать складні соціальні проблеми; порівняно низький рівень економічного розвитку країни; нераціональна структура господарського комплексу й невисокий рівень конкурентоспроможності вітчизняних підприємств; значне навантаження на бюджет та державні цільові фонди із забезпечення фінансування соціальних програм.
