Abstract: In article it is opened methodical approach to complex diagnosing of strategic financial opportunities of development of GTS of Ukraine which being based on definition of integrated indicators of influence of the external financial environment, the internal financial capacity of system allows to define main objectives and problems of financial strategy of development. According to strategic financial opportunities of development of system it is offered a matrix of alternative financial strategy.
