Anti-recessionary regulation as effective influence of the state on economy development

Abstract:
The main task of the state during the crisis is to facilitate rapid equalization of the contradictions of the transition to the recovery and rise, and subsequently in preventing accumulation of deviations and distortions acquired a threatening character. Crisis management is a complex of measures aimed to reduce the depth of the economic crisis, solving economic and social problems, prospective development and structural adjustment of the economy. Objects of crisis management is the volume of effective demand and the investment process, and its main financial instruments fiscal regulation and monetary-credit and currency policy. The role of the state in the system of macroeconomic regulation is manifested through the functions that it performs in circular flows resources, income and product. First, it performs a redistributive function in the economy. Changing level of taxes and transfers, the state redistributes income between the private sector and the public sector, which is engaged in the production of public goods. In addition, collecting taxes from the rich households, the state transfers provided to low-income households, reduce the income gap. Secondly, the state performs a stabilizing function in the economy. So, in conditions of excessive unemployment, the government could increase its costs, which will increase aggregate demand and reducing its unemployment rate. This can be achieved and to reduce the level of taxation. In conditions of high inflation, the government may resort to the opposite measures. Anti-crisis measures in the economy must be targeted, and have the greatest performance for the state not only from the point of view of stimulation of demand, but also in terms of creating conditions for long-term sustainable economic growth, expanding domestic market and increase of export potential and increasing the employment level. Study on the relationship of anti-crisis measures, undertaken at the macro level, allows formulating the following recommendations to improve the mechanism of anti-crisis regulation in conditions of the world economic crisis on the basis of the strategy of economic development of Ukraine, which is aimed at preventing harmful effects, and ensure the stable growth of economy and increase the welfare of the population.
